LOCAL GOVERNMENT AUTONOMY AS A PENACEA FOR INSECURITY IN BAKORI, DANDUME, DAN-MUSA, FASKARI, KANKARA, MALUMFASHI, SABUWAAND SAFANA LOCAL GOVERNMENT AREAS

This study examined local government autonomy as a panacea of
insecurity in Bakori, Dandume, Dan-musa, Faskari and Kankara,
Malumfashi Sabuwa and Safana local governments areas of
Katsina State. In spite of many reforms and interventions aimed at
making the system more effective and efficient, there has been a big
gap in the performance of local government. Therefore, increasing
dysfunctional performance of local government to provide service
delivery has been an obstacle to security of lives and properties in
the study areas. The specific objectives of the study were to:
determine how autonomy of the local government will leads to
provision of service delivery, examine how provision of service
delivery will improve the security of the local government areas
under study to galvanize productive activities. The study used
fiscal federalism theory as underpinning theoretical framework.
Data for the study were sourced from both primary and secondary
sources. The study revealed that lack of autonomy of the local
government has resulted to poor service delivery which in turn has
led to insecurity in the in the study areas. Consequently, the study
recommended among others for the amendment of sections 7 sub
section (1) and 162 sub section (6) of the 1999 constitution as
amended so as to limit the interference of the state government in
the activities of the local government for service delivery and
accountability for enhanced security in the study areas.
