THE U.S.-RUSSIA STRATEGIC RIVALRY IN THE 21ST CENTURY:

FROM COLD WAR TO CYBER WARFARE

Abstract

The U.S.-Russia strategic rivalry has evolved significantly in the
21st century, transitioning from Cold War-era nuclear
confrontations to modern challenges such as cyber warfare and
geopolitical competition. This study investigates the shifting
nature of this rivalry, focusing on the impact of emerging threats
like cyber capabilities, information warfare, and technological
advancements. A key gap in existing literature is the insufficient
exploration of the implications of cyber warfare and other nontraditional tools of influence in the context of U.S.-Russia
relations. The study employs a qualitative methodology, analyzing
historical and contemporary policy documents and cyber-attack
case studies to provide a comprehensive understanding of the
rivalry's transformation. Findings suggest that while traditional
military confrontations have decreased, cyber warfare and hybrid
tactics have become central to the rivalry, complicating
diplomatic relations and global stability. The conclusion
highlights the need for updated security frameworks that address
these new threats. Recommendations include strengthening
international norms for cyber operations, improving cyber defense
capabilities, and enhancing diplomatic engagement between the
U.S. and Russia to prevent further escalation of hostilities in both
cyberspace and geopolitical arenas.
