Leveraging Electronic Records Management and Learner Support Services for the Effectiveness of Open and Distance Learning Institutions

Abstract

This paper examines the impact of Electronic Records Management (ERM) systems and
Learner Support Services (LSS) as vital elements of effective Open and Distance Learning
(ODL) operations. Rapid technological advancement has transformed higher education by
providing access to flexible and learner-centred educational opportunities. Nevertheless, the
effectiveness of ODL institutions depends not only on technology-enabled instructional
delivery but also on effective administrative systems and comprehensive, learner-oriented
support services. Based on a review of relevant literature, this paper explores the concepts of
ODL, ERM, and LSS; identifies the institutional and learner-related challenges confronting
ODL; and analyses how effective electronic records management and learner support services
promote regulatory compliance, quality assurance, administrative effectiveness, learner
retention, academic excellence, and institutional sustainability. The paper also reveals how
sound ERM systems enhance data security, facilitate decisive decision-making, promote
operational efficiency, and strengthen accountability. Conversely, effective learner support
services reduce learner isolation, improve engagement, promote academic achievement, and
lower dropout rates. The paper concludes that the integration of efficient electronic records
management systems with effective learner support services is essential for promoting the
overall effectiveness of ODL institutions. Based on the foregoing, the paper recommends
sustained investment in digital infrastructure, regular staff training, policy-driven electronic
records management practices, and learner-centred support services to strengthen the quality,
accessibility, flexibility, and sustainability of ODL institutions such as NOUN.
